Abstract

The study aimed at identifying the obstacles that impede the application of electronic management in education offices in the governorate of Abyan, and to identify the most prominent mechanisms to overcome these obstacles. The researchers used the descriptive approach, which is appropriate method for the study. The questionnaire was used as a research tool that consisted of (34) items distributed between three areas. The research population consists of (120) employees, workers, and technicians in the education offices (the main office and two offices of Zanzibar and Khan far).

The research reached the following results:

  • The degree of impact of obstacles on the application of electronic management in the education offices of Abyan Governorate were high ranging between 3.95 - 3.78 with percentage weights ranging from % 79 - 75.6%. The average degree of impact of the obstacles that were perceived to prevent the application of electronic management in the education offices of Abyan Governorate was (M = 3.88, SD = 0.467) and percentage average of (77.6%), which indicates a slight difference in the estimates of the study.
  • The arrangement of the degree of severity of the obstacles perceived to prevent the application of electronic management in education offices in Abyan governorate according to the mean score received, came as follows:
  1. Financial constraints domain came first as it received the highest mean score, (M = 3.95, SD = 0.521), which indicates a small difference in the estimates of the study sample.
  2. The domain of administrative and human obstacles ranked second in terms of its perceived impact on the application of electronic management with mean score (m = 3.92, SD = 0556), indicating a small difference in the estimates of the study sample.
  3. Technical obstacles came third in rank with mean score (M =3.78, SD = 0.517), which shows a small difference in the estimates of the study sample.
  4. There were statistically significant differences in mean scores at p ≤ 05 of the subjects' responses to the obstacles could be related to "place of work" variable in favor of the main education office in the governorate.
  5. There were no statistically significant differences at p ≤ 05 in mean scores of the subjects' responses to the obstacles stated could be related to the variable of "scientific qualification".
  6. There were no statistically significant differences at p ≤ 05 in mean scores of the subjects' responses to the obstacles could be related to the variable of "years of experiences".
  7. The level of mechanisms for overcoming obstacles to the application of electronic management in the Education Office of Abyan Governorate was average except for two items it was high.

The study recommended the following to be considered.

  • Improving the necessary infrastructure to implement electronic management.
  • Intensifying training courses for employees and technicians in the education departments
  • Increasing the financial allocations for organizing the lectures, seminars, and workshops.
