Participatory budgeting Under the federal government systems

Abstract

In the world of today where conflicts and struggles take palace for authority and government and the federal system appears as a system which expands the Basie of government and authority and ensure participation by all sectors of the society  ruling, but the application of this system is varies from one state to other according to the requirements and objects to apply this system, therefor a method should be created where to ensure that the principles of participation are not undermined and expanding the biases of governing in the federal system, hence the concept of the participatory budgeting is brought forward.

     although the concept participatory budgeting is regraded as new: it beginning to appear in late eighties of the last century in Brazil but it spread and was apply in several cites in the world, is considered as a method for to expend the basis of participation in taken resolution and execution and critical for transparency and introduction to works good government in this research there will be discussion of the possibility applying participatory budgeting  in the federal systems and the possibility of there success to achieve the objectives of expending the basis of participation of authority.
